Merit Badge in GOLD and white enamel, 67x43 mm, with chiseled details, oval centre medallion with polychrome arms of Spain, blue enameled outer circlet with inscription "ELISABETH II PUBLICAE INSTITUTIONI", blue enameled reverse medallion with golden beaming sun and the inscription"PERFUNDET OMNIA LUCE", hinged upper crown with red enameled details, round suspension ring and further oval ring.
